The turn in for this quest isn't by the Violet hold NPC with the same name, it's in the Citadel itself with the "hologram" version of this NPC where the old Caverns of Time portal used to be.

Midnight prepatch seems to have yielded a progression issue at least for boosted characters. Doing the quest chain including farming out the blood and being entitled by Illidan lets me turn in The Arcane Way but does not give me the next in the chain, Move Like No Other. I added "A Falling Star" and "The Hunt for the Harbinger" in hopes this would help, but I cannot turn in A Falling Star even relogging after doing The Hunt for the Harbinger. It seems the phase with Khadgar and Jaina in the Chamber of the Guardian gets stuck. I am assuming this is blocking access to Move Like No Other, but this in itself is also curious.
If you've hit level 103 and are wondering why you can't pick up this starter quest, I've done a bit of experimenting to see what the prerequisite is.
You need to complete the quest to gather 100 fel bloods (The Blood of Demons) and then the followup quests in the basement of the Fel Hammer where you summon the image of Illidan and he speaks to you of becoming the Illidari leader. Once this has been done and you've gone upstairs for Kayn or Altruis to make the announcement, then this quest (The Arcane Way) becomes available.
**Just a note regarding The Blood of Demons quest, I've seen it mentioned in comments to do "The Defense of the Exodar" scenario. This quest chain starts with Khadgar in the Violet Citadel where he sends you to Suramar to investigate the thing falling from the sky. I can recommend this as a good way to get most of them. I managed 80/100 by killing a few stray mobs on the way into the Exodar. By the time you've rescued frightened citizens and closed the portals the demon mobs become thin on the ground. Try and hold off completing the portal closure until you've got the bulk of the bloods you need. Also, towards the end of the scenario when lots of friendly npc's are clustered around the place, try and pull mobs to them and tag them all.

Description
Getting into the Black Temple is going to be tricky. Following the break-in by the Council of the Black Harvest, Akama had his Sha'tari priests erect a holy barrier. It prevents my teleportation. However, I might know a way to bypass those protections and take us directly to the Temple Summit. Long ago, I had a... liaison with a certain high elf wizard named Lan'dalock. He later joined the Kirin Tor. If you were to ask him very nicely, and drop my name, I am certain that he would help.
