This may sound silly, but how do you extinguish the flame? I don't have anything in my inventory, and cannot interact with the blue flame in any way.
To answer my own question, I was at the wrong blue fire. If anyone else makes the same mistake, the fire down in the hollow is not it...it's the one up on the hill above it towards the road.

The flame is located directly infront of the highborne quest giver, it's a blue aura.

Description
It is in times like these that we are forced to stop and examine our way of life. We are mortal now, and no matter how much we desire otherwise, we are deserving of our new place in this world. Bashal'Aran, down the road to the south, once a city of our ancestors, it now is home to their cursed ghosts. We held hope of salvation for them as with ourselves, but we have left them in torment for too long. It is time to extinguish the Final Flame of Bashal'Aran.
