Warlord Wrathspine is located in the cave on the island. He's at the bottom of the cave. Once you kill him, another quest is given which is The Offering to Azshara.
To complete this quest, go out of the cave, to the top of the island and slay the four priestesses there.
After, Queen Azshara will appear along with Malfurion Stormrage. You turn in the quest to Malfurion and he subsequently gives you another quest entitled The Battle for Darkshore. To accept the quest, you must have room in your inventory. If you don't, like I did the first time, clear out a spot and wait until the priestesses re-spawn and kill them. You'll have to listen to Azshara and Stormrage again, but you'll be able to pick up the quest.

Description
If the naga want to throw in their lot with the Twilight's Hammer, then may Elune have mercy on them. Go into their lair in the island of Nazj'vel and find their leader, the naga warlord known only as Wrathspine. Perhaps the horn of the ancients can still be saved.
