I was very irritated by this for several reasons. For one, there should be some kind of breadcrumb quest for something as important as unlocking the flight whistle. But there was nothing of the sort. Either you blindly stumble upon it, or you consult Wowhead. That's just stupid and irresponsible design.
Second, at the end of the first quest, Kelya (the NPC) said "Quick! You must do something!" So I figured she meant kill the naga RIGHT NOW, even though she has a ? above her head for the quest turn-in. After I killed the naga and turned in the quest, of course the next step was: kill the naga. So I had to wait for him to respawn and then kill him again. Don't be like me. Turn the quest in first.

Bakery:
When you get to the Bakery, look for a small circular disc on the ground called "Ruined Mixing Stand". Varel Pansong will spawn too attack you. Be careful, it is easy to trigger the neutral NPCs nearby during the fight.Inn:
