One way to get there: Go north from Skyhorn, follow the path. In The Haglands (51.76 34.11) turn left in the path that goes NW. With the mountain on the left, carefully jump down. You will be in Bloodhunt Highlands. At 48.2 31.8 you will see a path going up and into a bridge.
All 4 of the portal stabilizers are in the zone down there, there's a path that goes around so don't cross the bridge yet. The portal stabilizers are the things with the green beam coming into them. For the Unstable Legion Portal, you need to go up, so get back on the path and cross the bridge to the middle.
