I can attest that at least some part of the chain beginning with Den of Wolves must be completed before Rokhan will offer this quest to you.
I got as far as completing Back to Bladespire Citadel (2 whole chapters / took about 20-25 minutes) before returning to my Garrison to check and at that point I was able to pick this quest up from him as expected. Prior to beginning the Den of Wolves quest chain (obtained from Farseer Drek'Thar), Rokhan was only offering Garrison Campaign: Darktide Roost.
