TheWoWDBFound the Rope, In Baleheim at (66,40). This is behind the Southern wall of the Westernmost Tower. There appears to be Multiple spawns.
Large Barrel was found at (67, 52) Or on the corner of the Northernmost building in Nifflevar. It is on the right hand side of the North entrance to the village.
Dark Iron Ingots are aquired from McGoyver(60,61), the gnome in Valgarde who is next to the dock, and the plane. You can either hitch a ride on his plane to the Explorer's League Outpost, or you can ride all the way back there. The plane takes longer, but it is Autonomous so you do not need to be at your keyboard. WATCH THE CONVERSATION DIALOGUE, IT IS VERY EASY TO CLICK THE WRONG DIALOGUE AND TAKE THE SCENIC ROUTE.
Recomended chain of events : Head to Baleheim, grab the rope. Then travel south to Nifflevar and grab a Barrel, then head down to Valgarde Via the Large Harpoon Gun. From there either fly, or hoof it back to the ELO. I also Recommend killing the Vyrkul at Baleheim or Nifflevar to get Steel Ribbing , quest objective for We Have the Technology

I had a hard time finding the npc that gives you the dark iron ingots. It's a gnome named McGoyver located at 60.76 61.46 near a flying machine and the docks.

Description
Tools? Check. Materials? Negative. If we're going to build this thing, you're going to have to get me the materials. First things first, {name}. For the skeletal structure I'm going to need a large barrel from Nifflevar, some dark iron ingots from Valgarde, and industrial strength rope from Baleheim. Nifflevar and Baleheim are vrykul towns northwest of here. Valgarde is located in Daggercap Bay, also to the northwest. Speak with McGoyver to get the ingots. He'll fly you back here once you're all done.
