So what? It only matters if you have the profession to see the world quest. You could buy the scrols from the auction house. The more interesting point for this enchanintig world quest is, that it does not award rank 3 formula even if you have already learned rank 1 (and of course have relogged). This is different from other profession world quests where you get rank 3 after learning rank 1. (by the way, I'm at 155 / 175 enchanting, speaking about the alliance version of the world quest - I assume it is the same for the horde version)
