Start your way from Thunder Totem's second floor and go to the direction of Snowblind Messa (49.9, 63.6), when you reach the bridge turn right. Go along the road and you'll see [zone=7546] entrance. There is a path up the mountain near the dungeon entrance, take the path and you'll see Oubdob.

He was actually hard to find because right now he spawned only with the world quest DANGER: Oubdob da Smasher DANGER: Oubdob da Smasher(wrong name on wowhead)
So i think right now you have to wait for this world quest if you want to complete the achievement, but i don't know if it is intended or not.

This quest is never up. I've been checking at least once per day for a very long time. Nothing.
Patch 7.1.5 removed this quest from the Adventurer of Highmountain achievement. So rejoice everyone!
