TheWoWDBits very silly that the world quest is up yet you need to have some of the questline in falconhurst complete to even see arclight. I did the quests up "Curiously Strong - extinguish 20 fires" Curiously Strong

I believe you only have to complete up to the quest 'So Long, Sister'. After this is handed in, you enter a new phase and I was able to see Arclight.
