This quest is NOT bugged, just (annoyingly) precise.
You have to click on the LOWEST block of the fist.
It may be on the far side from you.
If you do not get an action hand, try going around the fist close to the ground with your cursor, maybe even moving to the far side.

Just encountered a bug for the first time after doing this quest 50+ times...

After freeing the first NPC, the next 2 NPCs could be freed but would not give quest completion credit. No matter how many times I click them, they respawn 5 seconds later and I can do it again, still not giving credit. A simple abandon & trying again did the trick, though. Not sure if something changed recently to cause this, as I've never had it happen before.

Description

If we have one good fortune in this it is that Dargrul has no knowledge of how to use the hammer. He keeps thinking of the hammer as a weapon instead of a tool of creation. Even so, he has imprisoned our tribesman in fists of stone summoned from the earth. Our weapons have proven useless against this magic. You might have power enough to break these fists. Can you help?

    Here, I'm too slow to get these laggards to safety. Take my horn and sound the evacuation. We need to get the people out of here before the drogbar arrive. The warbraves can take it from there. For now just send them over to Spiritwalker Ebonhorn. That fool can watch over them until it is safe.
