The person in the Underbelly for me was [npc=101492], one of Madam Goya's (the Black Market) body guards.
The lowest I've been able to negotiate her down to is 50 gold. By using: Fair > Aggressive > Fair > Fair.
Or you can do her favor of killing [npc=97756]. Wowhead lists him as level 110, but he scales, he was level 103 to me (when I was 104). Also of note is you only need to tag him to get credit, someone else can get the killing blow -- I was jumped while fighting him and died, but Ms. Xiulan still gave me the diamond.
- Ask [npc=93526] at 39.9, 34.9 where to get diamonds
- Ask [npc=101492] 71.16, 19.44 in Underbelly for diamonds. When you enter Underbelly you get [spell=192229] or [spell=192221] debuff. [spell=192229] means the guards are on their posts and no PvP is allowed.[spell=192221] means there is no guards and Underbelly becomes free for all PvP zone.
Guard Captain [npc=97359] is the one controlling the guards. You can hire personal guard if guards are not on their posts for 5 gold and you'll not be flagged for PvP.
So buy a personal guard to avoid ganking.- Take care of [npc=97756] in the Underbelly 59.6, 76.6 or pay the fee
- Carve the [item=137624] into a [item=137625]

Description
Word on the street is, yer a reliable resource for getting things done, let's say, discreetly. So here's the job. I need a new set of lock picking tools. But not just any old lock picks will do. I need something special, something that won't break if ye apply too much pressure. I'm thinking a set of diamond lock picks might do the trick. That would be lock picks made out of diamond, not the ones shaped like a diamond. Look, ye in or what?
