I kinda feel like an ass for killing Katterin. She's in a cave minding her own business, and she isn't even a bad guy. We kill her just to steal her stuff?
You need to kill an NPC called Katterin the Blistered in order to get the item for the quest; this NPC is found inside a cave, up a ramp partway up the mountain. She is not underwater, nor is she at the very top of the mountain.
Here are some screenshots showing how to get to her cave if you start at the ocean:
1. Image 1: start at 56.6, 21.8 in Stormheim and go up the ramp as shown by the arrows. Note that there's a second path along the shore that leads up to the ship (second path not visible in this image); do not take the second path.
2. Image 2: here I am partway up the ramp; the cave is visible from here if you tilt the camera enough. You should see the ship to your right (don't go to the ship or anything; just use it as a landmark).
3. Image 3: follow the arrows into the cave. (Another view from a slightly different angle here).

Description
The substance you brought me appears to be precipitating powder, a highly volatile reagent used by the vrykul in their recipes. There are rumors that a vrykul elder named Katterin has built up quite a store of this powder. A substance this dangerous needs to be in our hands, not hers!
