It's Bathran's Hair, which when you turn it in gives you Delivery for Orendil, which will finally get you to this quest Finding Teronis, which is a 3 part quest chain that finally gets you to Raene Wolfrunner, and if you keep following will get you to Dartol's Rod :-)

Oddly enough, Teronis was involved in the same quest before the Cataclysm... and was already dead then.
Apparently, he came back to life long enough to fail at the exact same quest twice.
Teronis can be found at (20.38), on a hill beside Keeper Heartwise, easier than the previous quest for Teronis

Description
A friend of mine from Astranaar, Raene Wolfrunner, asked me to send a scout west to Lake Falathim. Teronis left days ago, just before the Horde attacked. He was searching for an item he thought could slow the furbolg attacks on our people--a rod created by a now-dead, evil wizard. Before he left, he mentioned a gem for the rod. Unfortunately, we know that the lake has been invaded by some evil force. Please, {name}, find my friend.
