You don't have to do anything in the event to get the credit for this - just fly to it, perch on a mountain and wait for it to complete. It doesn't matter if no-one else is there and the event fails, you'll still get the credit and your trinket.

EDIT: And as for downvotes, it's a bit odd. I did the quest at 4:30 AM and there was nobody around, and I certainly wasn't going to try and solo the event! So I sat and waited, it failed during the second wave (as the anchor reached zero health) but I saw the quest was now ready to hand in - I was delighted at that and posted here, in case it helps others.

You need to be level 90 and have Singularity renown 7 to unlock this quest.
To complete it you need to do the new event "stormarion assult" at 27.68 in voidstorm.
It starts every 30min.
You only need to defend against one wave of attackers then you can turn in the quest and get your trinket.

Description

Our sojourn to this world has brought the ren'dorei an even deeper understanding of the Void than before. The domanaar with whom we share a common enemy are almost strangely generous with their knowledge. I believe they want us to become as fearsome as they are. There is a Singularity Anchor in Stormarion Citadel. I have learned how to draw upon some of its power to craft you a powerful item. But first, we must ensure it does not fall into the hands of our enemies.
