TheWoWDBIf you are confused about this quest, you are not alone. When you accept this quest, the [item=123978] you need is not given to you immediately. [npc=92194] will walk over to lever panel, fiddle with it a bit, then the item will be granted. You then take that item to [npc=92195] in the Inscription shop.
If you happen to leave the building before getting the [item=123978], there doesn't seem to be a way to go back and get it. Not to worry though - simply abandon the quest and re-accept it, and this time wait for him to do his thing!

As a note, when I received this quest, i didn't actually receive the item in my bags. When Timofey gives you the quest, he walks over to a machine and pulls some levers. After a moment he reads from a scroll and walks back to his original position. I then checked my map for the ? for where to go next.
