I'm disappointed in this quest. They build it up to something meaningful and yet it fails to deliver. There is no backstory other than Gaari somehow got this cloak from some blood elf who shall remain unnamed and we don't know how, why or what the circumstances of their relationship was. C'mon, blizz, stop being so lazy like this. I was just starting to find it interesting by the time it ended.
And before anyone comments, yes, I understand it's not integral to the main plot, but we have had many other quests exactly like this that found a resolution and gave you a good story.

I agree! Just saw another post on this on the WoW Reddit. They would make such a cute couple - make it happen Blizz!
And yet I loved this little quest line. It was so cute and I read every sentence. Really happy Blizz included this, but I agree they could have fleshed it out even more. I'd love to follow their story and also learn more of the background for the characters and the cloak.

What to do
Description
How on Azeroth one of these encroaching paladins managed to come by such an exquisite example of Thalassian tailoring is beyond me. But it would be negligent of me to turn down this opportunity. The materials we need are far more bespoke than I keep in my shop, however. We'll need to source our manasilk directly. Fortunately, it isn't far--just outside the city gates. And at least there we'll be safe from these dabblers.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Before this quest
Taken from the storyline's own step order.
- Clothes Make the Man
It is not merely the material that makes an arcanoweave cloak so fine, but the weaving process itself. To mend one, particularly one that has built up so much history and latent arcane energy... I am about to embark on a very dangerous bit of tailoring indeed. Finally, a real testament to my skills.
