I spent weeks grinding this on an alt thinking that is what I needed (big mistake/oversight)This specific Runecarver Memory is part of the quest that drops a specific memory from a specific mob, Oldarik at approx 38, 28. Within in the Maw.
Once complete, THEN it opens up the random runecarver memory drop/loot.

As of 26th September, Oldarik now spawns at approx 38, 28 - follow the path heading northwest away from Ve'nari's Refuge. He spawns near the river, right of the path.
The quest mob is outside the Torghast, in the Maw just outside Ve'nari's refuge. You may want to kill any of the patrolling mawsworn so they don't interfere while you're fighting.
