Immediately you will be propelled out to sea by rocket propelled boots amongst a shoal of leaping [item=134572] (I believe it is possible to do this mounted also but did not try this myself).
The objective of the quest is to steer yourself towards (using normal directional controls) the leaping barracuda and skewer 10 of them on the end of a harpoon.
This is achieved by hitting them mid jump, between the splash animation on the waters surface and when they reenter the sea.
There are plenty of barracuda though they only appear for a short time out of water.
Aim to avoid the hostile sharks and if you go underwater, resurface, jump up and continue should work.
Once you get used to the mechanics it is a quick quest to complete with no actual fishing involved.
