Ran into an odd issue with the turn-in, Kelya Moonfall wasn't there after I downed Vixtris. Turns out she hadn't moved from the garden up the hill. Ran back, she disappeared, appeared where she needed for the turn-in.
I had to relog for her to appear and complete the quest.
