Appears to currently be bugged in some way. Handed in on my main on Wednesday and got my 2nd piece to make my first full spark, handed in on an alt today and didn't receive my 2nd piece. Seen a few posts about it on the forums so seems to be widespread, and seems to mainly be happening to alt hand ins
with main char i did the quest and i get the 2nc spark with my alt didnt recieve any half spark

Great news, I went to Hallowfall I did the world quest spreading the light and got the second spark
