You insert the power cells into a console that is about 10 yards north of [npc=216087], on the same wooden deck. The console is the rectangular box atop the wooden pallet, but it is covered in some leaves, which makes it slightly harder to see.

You can turn off your UI (default `ctrl + z`) and sparkles will start to shoot out of the console.
