Opened cages that have prisoners remaining in them are bugged and will not respawn.
You want to wait for opened cages that are empty. They are the ones that will re-spawn. (6-8 minutes for me)

I came out of the fortress to turn in the quest. The map and minimap both showed a yellow ? in front of the fortress where I picked up the quests. There was no mob there and the map said that it was turn-in for "The Great Salvation". I finally gave up looking and went to Embaari Village to turn in the other quests and turn-in for "The Great Salvation" was there as well.
So do not spend time searching if you get this bug. The turn is in Embaari Village. It could be if you turn in before you complete the last quest with Yrel, she will still be out front at that point, but after you confront the Void mob, she is in Embaari Village with Velen and Maarad.
Companion quests - Into Anguish, Harbingers of the Void, On the Offensive, Across the Stars. If you finish Into Anguish quickly, you can do The Dark Side of the Moon while you're doing the rest of these.

We've located the prisoners. They are being held in captivity here, inside the Shadowmoon fortress. Please rescue as many of them as you can. And hurry. We can hear their screams out here.
