Okay, after a frantic 20 minutes of making laps on the Vindicaar, trying to figure out why I couldn't complete the quest, I found the answer- go up to the room where you teleport in when you DO NOT USE THE CONSOLE. Y'sera will appear after a few seconds and run to her spot nearby. I talked to her, just in case and she said she could feel the power. I went back to Velen and it was there on the "throne" for clicking and completion.

Description

This relic is too powerful to keep it out in the open. We must return to the Vindicaar at once. The Prophet will know what to do. I did want to thank you, {name}. Without you this would not be possible. Quoram would have ensured I never got near the Sigil. Perhaps some day I will share that story with you.
