Both, this quest and one of the three "The Battle for Andorhal" quests, can be completed so long as you complete this quest first and have not completed any of the WPL quests beforehand. Once this quest has been handed in head directly back to one of the NPCs that offers "The Battle for Andorhal".
Note:There are level requirements for this quest (34-38)
For this Warchief's Command, you are well advised to dump it and go for The Battle for Andorhal instead, since you have to go to the Bulwark anyway to head for Andorhal, and get The Battle for Andorhal quest from there instead - this way you get a "free ride" from the Bulwark to Andorhal without having to run there!

Description
All able bodied members of the Horde are hereby ordered to report to Koltira Deathweaver at Andorhal. The Alliance forces are advancing into the ruined city of Andorhal, seeking to claim it for themselves. We must counter them before they can gain a foothold there! Cross the Bulwark at the eastern end of Tirisfal Glades and follow the roads southeast to Andorhal and meet up with our forces there. Destiny calls!
