With a 20 second cooldown on the debuffer, I count this among one of the worst quests ever.

20 seconds multiplied by 15 mobs means 5 MINUTES! FIVE MINUTES, BLIZZARD, DO YOU REALLY THINK I GOT 5 MINUTES?
This quest can be done around the Pumping Station roughly 66, 23. The following quests go together well in a group:

What to do
Description
You now have the power of the storm within you. I will give you the means to focus that power and weaken the robots in the pools. Take this lightning rod. Use it against the robotic creations of the mechagnomes you find within the greater pools area to the west. Do not worry about using it against the mechagnomes themselves; Greatmother Taiga has other plans for them. Once the robots are weakened by the power of the storm, dismantle them utterly!
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Master the Storm
From what you describe, the creatures of metal should be easy to deal with. But first, you must master the storm. Behind me in the lodge is a totem. When you are ready, focus your will upon it and the storm will come. You must defeat the storm and in so doing take its essence into yourself.
After this quest
Taken from the storyline's own step order.
- Souls of the Decursed
The mechagnomes in the pools to the west are a great mystery to us. They appeared not long after the gnomes disappeared from their pumping station and its environs. They are an unnatural danger and must be dealt with.
