I submitted a bug report about this issue, but there was no response from Blizzard. I tried Exile's Reach with five different characters until I finally figured out how to fix this bug.
Create a [race=7] Level 1 [class=5]
Choose Exile's Reach. Don’t forget to use your heirloom gear so you can one-shot everything with Shadow Word: Pain while in Exile's Reach.
Do not pick any talent specialization such as Shadow or Holy. After you queue inside the dungeon and finish it, you will get teleported to the Dragon Isles. ONLY deliver the quest An End to Beginnings to [npc=238913], then do not take the new quest that gives you a flying mount.
Go to the dock and wait for the Stormwind ship to take you there.
Now fly to the Stormwind gate, where you will see [npc=154169]. Pick up the quest “Welcome to Stormwind.”
Do NOT click “Skip.” Deliver the quest to [npc=163095], and you will get the [item=248336].Enjoy! ^^
Note:
The reason I told you to create a [race=7] is so you can buy [item=256330] from [npc=1247] <Must be a Gnome or Dwarf> :D
Quest
Welcome to Stormwind
A World of Warcraft quest in Stormwind City. Facts and objectives from the current retail game data.

So I had to do Exile's Reach twice to figure this out but if your doing this for the decor after the dungeon talk to Kalac, he ports you to the Dragon Isles turn the quest in. Then don't pick the quest up to pick a Spec, turn around and take the boat to Stormwind. Once there go to The Valley of Heroes to find Captain Garrick to start the quest. This took me like 2 hours to figure out.
EDIT: As mentioned elsewhere here, this appears to be fixed (posting this just during Feast of Winter Veil 2025). When creating a character it will once again ask to chose your starting zone. Thanks everyone who replied so I didn't feel like such a newb =)
Forgive the potentially silly question here, but as of War Within housing patch is there a way to complete this quest?
There is an achievement attached to it that awards decor but every time I make a new character they are level 10 and are supposed to go SW right away and this quest doesn't seem to be offered anywhere.

What to do
Description
Now that we are back in Stormwind, I need to deliver my mission report to King Wrynn. In the meantime, I've asked Lindie to accompany you around the city. There's a lot to see and do in Stormwind, so feel free to explore at your leisure. I'll send for you once I've delivered my report to the king.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

- Home Is Where the Hearth Is
I don't know about you, but all this running around has got me thirsty! Why don't we head over to the Pig and Whistle Tavern and rest our legs over some cool pints of moonberry juice? While we're there, speak with Meagan the innkeeper to make the Pig and Whistle Tavern your new home.
After this quest

- What's Your Specialty?
Hey, <name>! Have you decided on a combat specialization yet? Since you're a <class>, you already know about the different classes available to adventurers. But did you know that there are also areas of specialization within each class? Choosing a specialization is an important decision.
