I submitted a bug report about this issue, but there was no response from Blizzard. I tried Exile's Reach with five different characters until I finally figured out how to fix this bug.
Create a [race=7] Level 1 [class=5]
Choose Exile's Reach. Don’t forget to use your heirloom gear so you can one-shot everything with Shadow Word: Pain while in Exile's Reach.
Do not pick any talent specialization such as Shadow or Holy.After you queue inside the dungeon and finish it, you will get teleported to the Dragon Isles. ONLY deliver the quest An End to Beginnings to [npc=238913], then do not take the new quest that gives you a flying mount.
Go to the dock and wait for the Stormwind ship to take you there.
Now fly to the Stormwind gate, where you will see [npc=154169]. Pick up the quest “Welcome to Stormwind.”
Do NOT click “Skip.” Deliver the quest to [npc=163095], and you will get the [item=248336].Enjoy! ^^
Note:
The reason I told you to create a [race=7] is so you can buy [item=256330] from [npc=1247] <Must be a Gnome or Dwarf> :D

"Alliance gryphon riden to Stormwind," so says the quest requirement. Yet shortly after you take to the air a gunship arrives over the island and instead of flying to it and riding on that back, we just keep going. Poor gryphons having to haul our butts all that way.
They need to move the quest hand in at least for the pre-patch event as there's no way of handing it in. I'm sure once the event is gone it won't be a problem.

Description
You've done fine work within Exile's Reach, recruit. You should continue on to the Dragon Isles. I'm afraid I must change my plans and go back to Stormwind. I need to find out how the ogres found such powerful shadow magic. I'm sure we'll meet again. I can tell you've got many adventures ahead of you.
