You can poke the refugees while mounted. Killing the witches has no bearing on quest completion, because the objective is to poke, and has nothing to do with killing witches. So if you really don't feel like fighting, you can just poke and run away when a witch spawns.
Here's a macro you can assign to a hotkey to slightly speed up the poke-ifying while doing the WQ:

/use item:160571N.B. I'm using the item code for [item=160571] instead of its name because otherwise the game tends to think you mean [item=163607], the toy version, if your character knows it, producing lots of "Target is not a player" messages.
Anyone else love this quest? I love the things they say after you poke them, and the animation for poking them with the needle. Very funny quest.
