TheWoWDBI had the same issue. After 3 days without Kua'fon showing up I opened a ticket. The GM told me, that I this is due to the quest "Orders from Azshara" (Xal'atath quest) in my quest log. After I finished Orders from Azshara and the follow up Every Little Death Helps, Kua'fon imediately showed up again.

I've logged back in and cannot see my Pterrordax
I am told by Wingminder Goja that he heard a shriek and that I should find it. any idea where it may be?
Here is how this works:
You get a Kua'fon in Pterror Rise.
And he has a reputation bar above his head.

Right now you need to go over the top of reputation bar to be able to complete the meta quest.
You also need to relog to be able to complete the meta.
