My map showed the turn-in location for this quest as Evermoon Terrace, but [npc=115248] can also be found at Lunastre Estate, right where she gave you this quest. This is a short run/ride from the Promenade location, which was the last one I went to. After turning it in she disappears and can only be found at Evermoon Terrace where she gives you the next quest, On Public Display.

For those having trouble trying to find the locations of the essence, they can be found at:

-The Grand Promenade (41.81, 69.74) just past the jewelers market.
-Shimmershde Garden (45.49, 72.19) on your way down to Evermoon.
-Evermoon Bazeer (50.84, 79.10) an inn by the Terrace where the portal is located.

After you complete the quest, she is found in the terrace conversing with Silgryn.

Description

Vanthir... an example! That certainly explains why Elisande chose to hold him this long. We need to move quickly. I can track him, but I will need to find places where his Arcane Essence is strongest. This will not be an easy feat, not in a city this old, but with any luck there are a few places important enough to him that he left a little bit of himself behind. We should start in the promenade- he often visited it for business.
