TheWoWDBI was a bit confused and thought this quest was bugged because there's no clickable hide on the tanning rack (like in Dalaran). But you can still open your Leatherworking panel manually and craft the bracers while close to the rack.

(AS OF 10/26/22 Dragonflight pre patch) When trying to complete the quest “Fel Tanning” in Suramar, I ran into a UI issue that didn’t allow me to complete the quest because the new UI didn’t display the training option under Legion leather working when I picked up the quest.
SOLUTION:
I found these 3 macros that allowed me to craft the items without using the profession window
Fel Leather Strap Macro: /run PickupSpell(196395)
Fel Leather Cuff Macro: /run PickupSpell(196457)
Felhide Bracers Macro: /run PickupSpell(196456)Make sure you create 3 separate macros (just replacing the number wont work)
You have to done Masquerade to be able speak with nightfallen. All items for quest you'll get from Stalriss Dawnrunner except of claws Unbroken Claw.
Oder: 2 x [spell=196457] >> 5 x [spell=196395] >> [spell=196456].After the quest you'll get these recipes as a reward:

There are many leatherworking profession quests in Legion, 42 total, check out under the spolier, if missed something. You also need to be at least 600 in Leatherworking to pick up the final quest Mounting Made Easy, which rewards you [item=141850] recipe to "craft" Great Northern Elderhorn mount.
