At present the quest is bugged at the stage where Revil Kost leads you across the zoneline between Duskwood and Deadwind Pass.
At this point the NPC bugs out and won't go further. You may get him to move a small distance forward, by backing up into Duskwood and then moving back up to him.
He may also time out and start following you. Sadly this makes him a follower and you will not get a quest update when you arrive at the camp.I haven't read of or found any workarounds so far, despite testing extensively.
This has been reported to Blizzard and a fix should be on the way in an upcoming patch.

If for some reason you picked up City Under Siege but haven't completed it, as soon as Revil gets into Deadwind Pass he will stop and just yell at you to catch up and never move again. Abandon it, go complete City Under Siege, and then go back to his house in Duskwood and all will be fine.
June 7 2022 Quest is still bugged but devs are investigating and if you log a ticket for assistance with the quest, a Specialist Game Master will fix it so you can progress. Might take a day or so as ticket queues are high (when are they not !) but at least you can get your artifact weapon :)

Description
Very well. I suppose an introduction is in order. I am Revil Kost, priest of the Light and a seeker of lost artifacts. I've dealt with the Dark Riders before, and have returned to rid this place of them. The Riders are elusive, but I may have a clue to their whereabouts. In our previous confrontation, I was able to see a glimpse into their past. Granted blessed vision by the Cloak of Purity, I saw the Dark Riders for who they were before. Come with me to Ariden's camp. I will explain on the way.
