Even though Revil Kost refers to the graveyard near Karazhan, that is NOT the location you go to. Instead of the graveyard, there will be several grave mounds on the north shore of the lake around 52.2 / 70.0. Clicking the mounds will raise the dead.
One of the mounds (in my case, the first one I clicked) will raise an undead mage named Laith Sha'ol who you then have to fight. When you defeat him, his spirit will give you the information you need and direct you to the catacombs beneath Karazhan. The entrance is directly west from the grave mounds, set within the foundation of Karazhan. Entrance location is at 46.9 / 69.1 down near the edge of the creek.
Before going to the catacombs, however, you'll need to meet up with Revil again in the town at Karazhan's base.

You must be in Unholy Spec to spawn Laith Sha'ol for this quest. If you're not Unholy the graves will spawn undead you have to kill but don't help towards the quest. The rest of the questline can be done in another spec.

Description
Wet soil? Shallow graves? I think the journal is referring to the gravesites off of the lake near Karazhan. Nobody knows who is buried there, but they may be the key to finding the Dark Riders. You can... speak to the dead, yes?

The catacombs? I've never heard of such a place. Unless, he means... There's a sewer grate along the edge of the river leading to a catacombs underneath Karazhan. I've never paid it much attention, but it could lead to the catacombs that the spirit spoke of.
