If you're wondering why you can't find the quest turn in NPC, it's because you need to finish the Twilight Highlands intro quest chain first before you'll be in the correct phase to see him.
Why is a Twilight Highlands quest interfering with an Azshara quest you ask? I have no idea. Ask Blizz.
Ergil the Murloc is at 70,36. Kalec tells you, "This should help you get across the bay more easily" and casts a 5-minute Water Walking effect on you so you can run across the bay. (This works while mounted too.)

What to do
Description
My brothers and I are being hunted. Our sire was recently killed and the black dragonflight seeks to rout those of us that still live. I'm here to find Azuregos and take him to safety, if only he would let it be that easy. Azuregos doesn't make many friends, and his taste in them tends to be a bit... unique. The only one I know of here is a murloc named Ergll. You should be able to find him on the coast northeast of here. Do whatever it takes to find Azuregos and send him to me. Please hurry.
