The Bubbling Wax effect stacks with your weapon poisons (in case that wasn't obvious from the item's tooltip). I don't know if it falls off when entering instanced content. After completing this quest, Rogues are able to pick pocket Bubbling Wax from Kobolds via Pick Pocket.
