The second loa did not show up on the map for me after finding the first, or give any clues where it was. I found it at the cave entrance at location 46,82.
The exact location of the second Loa is 46.10, 82.73 at the entrance to the cave.

Then the third is down in the cave.
Second Loa was not marked for me on the map for some reason. She is at /way 46.09, 82.72 at the entrance of a cave, and the Third Loa Rezan is inside that cave (he was too, not marked for me).

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.
