At first I was unable to "Talk to Thalyssra" so I used the nearby Portal to Shal'Aran then portalled back and was able to continue the quest
If you don't have the option to Talk to Thalyssra, try abandon and pick it up again. She should then move and start her roleplay.

Now that I have identified Vanthir's essence from the multitude of Suramar's citizens, it may be that I can find his exact location. I believe you'll recall a similar ritual with our friend Theryn.
