45, 10. The air elementals drop the items needed, head directly west up the road from Imperean. Terrible drop rate, but they don't aggro huge mobs of them.

When doing this quest remember to wait till the gray cloud goes away. Otherwise you get hit by lightning and have a gray cloud around you (and your pet if you have one) and when you are near or in the gray cloud of the dead enraged tempest, you will get hit with more lightning. Im a hunter and my pet always had a cloud on him.
The grey cloud increases your movement speed by 50% for the set amount..not really sure why its there but its not at all bad, it doesnt show up as a debuff..its a buff and its called Zephyr

Drop rate is even worse if you're an elemental shaman and all the mobs are immune to your bread and butter, lightning bolt.

Description

Now that their little squabble is dealt with, there is still the matter of helping you and your spirit talker. As you can see, my vassals have been enraged by the ongoing war between fire and water. This will not change anytime soon, but it will serve to your advantage. In order to assist you, what we need are their motes. Head further into the ruins and retrieve them from the tempests.
