Overcoming the Unknown: Rage-Riddled Drifter

For the second week in a row, none of my level 90 characters are seeing this quest in Slayer's Rise, even though it's apparently up for other players. As mentioned by Topojijo, there seems to be a problem or interaction which may prevent access to this quest.

If I do /run print(C_QuestLog.IsQuestFlaggedCompleted(89347)), the quest shows as completed, even though there have been 2 weekly resets since I last did it. It seems completion is sometimes not resetting.

No cross-faction tag + long respawn make this quest %^&*ing torture. There's no reason for this.

At this point I believe we all know there is something *off* with this world quest. It has not re-appeared for any of my level 90 characters after the first time, despite it being more than 3 weeks. Today, a freshly dinged lv 90 does not have access to this quest. So it does not appear on any of my 5 characters, even one that hit level 90 today after the reset. Has anyone been able to complete this today / this week? I assume, many, like myself, are stuck at 8/10. I'd rather not level a sixth character to max just for this. My fifth character has not gotten the quest still. I guess next week i'll level another char if i have too...

Edit on 4/14 : New week, no quest on the level 90 who has not completed the quest. Guess i gotta level a 6th character to finish this achievement...
Edit on 4/19, the fifth character who hit level on 4/5 and has never completed the quest, killed the mob just to see if i could get credit, i did not. Guess i legit gotta level another character for some reason.
Edit on 4/20: Leveled another character to level 90, this is now my sixth. Quest is not available with WM on. Relogged, no quest. Did the Soridormi Voidstorm campaign skip, no quest, relogged, no quest. Guess we'll find out tomorrow on weekly reset if it worked. Otherwise, i'll be quite upset. Ticket submitted for clarity.
Edit on 4/24: Neither my 5th nor 6th level 90 have the quest. Again. Previous ticket was automatically closed, resolved, and was told "in the interest of time, please check wowhead."
Edit 4/28: Ticket response properly received and stated "this has not been confirmed as a bug by our development team at this time." Using the /run command in the other comment, Char 5 and 6 are false, and the quest is still not up. WM on / off doesnt matter, chars have not had quest up before voidstorm campaign skip, nor after. No one in my guild has the quest active today.

Edit on 4/28 but 5 hours later, the world quest was up on char 5 finally, completed it, got to 9/10, teleported to Arcantina, then Silvermoon, then relog, then got 10/10 and got the achievement.
