Currently on the alpha. the quest text for this quest is a bit misleading as the /salute emote only works for one of these runestones where in fact each runestone has its own emote you need to do in order to spawn the echo.

When you find a runestone, it will display some text that gives you a clue on what emote to do. You must target the runestone before doing the emote in order to spawn the echo.

The Runestone of Rituals requires you to /kneel whilst targeting it
The Runestone of Plagues requires you to /bleed whilst targeting it
The Runestone of Chosen requires you to /salute whilst targeting it
The Runestone of Constructs requires you to /flex whilst targeting it
The Runestone of Eyes requires you to /sneak whilst targeting it

Some of the runestones are underground and found via nearby tunnels.
