Blizz has evidently changed a prerequisite for this quest to be offered by Zolani. Problem arose with patch 10.1.5.
I'm using Zygor's quest guide. This quest is a 'must do' in order to get the guide moving.
What I did, was take Ara the Winglord at the Golden Throne (upper lever - same as the flight path) and do the quests at Tal'gurub. After doing a bit questing there Zolani was offering the quest and I was off and running with Zygor (Ara the Winglord gives you a free flight to Tal'gurub.)
I'm leveling several toons and if I find which quest springs Zolani to offer 'The Port of Zandalar' I'll post an update.
If anyone discovers the prereq. post the quest. Thanks!
