tried yesterday and bugged. Did with a horde alt. Tried again today on Ally toon and still bugged.
As with the Horde equivalent quest, this also appears to be bugged(reported as bug) as of today August 6th, 2020. The NPC do nothing and Bloodbeak does not appear.
Edit: Working fine 7th August.

What to do
Description
Our expedition's mage, Meredy Huntswell, is being held by the harpies! We've got to stop their ritual and rescue Meredy. You lead the charge. Kee-La and I will back you up if things look dire.
