Took a moment to figure out what was going on. To complete the quest, you simply need to make a rank 2 version of the Battlebound Armbands within the area designated for the World Quest. Upon making them, the quest will complete. After that, turn it in to Ransa Greyfeather, gives you the rank 3 recipe. (You loose the armbands)
To actually finish this Quest you need a Legion Leatherworking Skill of 30 or higher
Side note: This may not complete if "Assault on Thunder Totem" going on at the same time. I had both, and couldn't /tar Ransa until I finished the assault, at which point she automagically appeared...
