Is this world quest ever up?
EDIT: Patch 7.2 came out, and I finally got this done. :)
It doesn't show on the map/quest log until you approach the said NPC, so the only way to tell if it's up (as of now) is to fly to Thunder Totem
Went to the NPC that is supposed to have this quest, with a pair of boots, no turnin at her... She is just the rep vendor to me... Do you need a rep level to turn this in?
