If you can't see the questgiver, first complete the world quest that has the drogbar attacking Thunder Totem. As long as that WQ is active, it will phase out the normal NPC's you need to interact with to get the recipe.
You can technically make the robe and finish the quest while the drogbar are attacking, but you can't turn in the quest and get your recipe until you kill enough drogbar to complete the tangential WQ.
I don't have the pattern: Silkweave robe.
