Currently you do not have to craft the actual pendant to get the quest complete.
I was able to buy a Skystone Pendant off of AH and hand in the quest, on my server Skystone is currently selling for 700g+ each so it would have cost $g$g$g to complete the quest.

it was actually only around 275 gold for me to make it by buying the mats on the AH
Of course, that depends on the server's AH prices at the time you want to make it. As with everything on the AH, prices fluctuate not only from day to day, but from server to server.
