The quest objective is midleading.
You don't kill Sunwatcher with Shandris - you get him to half health alone, she shows up and congratulates you, then leaves while you finish the job. THEN she has the gall to say "we've done Halford's work for him."
What's this "we" nonsense?

Description
There's no need for Halford's overly-complicated desert explosion operation. We can take care of Arlethal Sunwatcher right here and now. He's right over there. We can just... kill him. You engage him. I'll join in when he least expects it. You ready?
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Delayed Deathification
While we can handle the assassination portion on our own, I suppose there's no harm in distributing these gnomish bombs around the enemy's digsite. They're designed to be detonated remotely, so try to bury them in the sand where they won't be noticed.
After this quest
Taken from the storyline's own step order.
- Report to Wyrmbane
Our work here is done. Halford and Zoidfuse should be further down the coast, to the east. If you don't mind, I'll meet you there.
