You have to join a group to [zone=7546]. Normal, heroic or mythic are all okay. [item=139537] drops from [npc=91007] - it is the last boss of the instance, so you have to do a full run.

If you're an RP or Lore fan, I would recommend doing the Highmountain quests with Spiritwalker Ebonhorn, starting at A Walk With The Spirits PRIOR to running Neltharion's Lair. Ebonhorn has dialogue in the dungeon that will ruin the surprise of the quest line.
I just solo'd this quest on normal as a blood dk. My ilvl is 860. Character is Lexistale on Skywall.
I am not a great player and get anxiety in dungeons, so yes, you can join a group and do this a lot faster, but if you're like me and just want to do it yourself, it is doable.
Here is how I did it:You can avoid a lot of trash mobs by hugging the walls, but all of them are fairly easy as long as you remember to stay out of any poison clouds or puddles. Follow the Wowhead guide and they will tell you the fights, I did it as suggested when I could. Every Man For Himself does break any long stuns like when you get encased in the rock/amber.
The first boss, Rokmora, just keep moving around and out of the dust, ignore the adds since they will die as you kill Rokmora. It's not a hard fight, just watch your placement. Death and Decay seemed useless as you have to move constantly.
Ularogg Cragshaper is a long fight because he keeps pulling up these totems and vanishing. You have to get all the totems down as rocks drop on you. I have the legendary necklace which helped absorb, but using my damage reduction when they started taking away health. You need to clear the room before the one Ularogg is in because he fights in that room, not where he is. There is a cave you can pull some of the mobs into on the right to avoid the big guy. Read about the trash because Vileshard Hulks can kill you fast if you don't move out of the way of his shards. Get the totems and the little guy down first. Again, read the strategy on the adds.
Naraxas is not hard as long as you use wraith walk to get the heck out of the way when he begins to cast Spiked Tongue. As soon as you see the warning, run to the other end against his pull until he is done casting and you will not get the damage. The damage will come from the toxic pools which are hard to avoid, I just used the little guys who sacrifice themselves to build hp back up, plus my damage reduction rune tap. The timing works so wraith walk is up almost every time you need to run away. Bring a couple healing pots. Towards the end of the fight, you will want to use Vampiric blood.
Dargrul the Underking, the scorpion mount adds are not hard and the guy riding them dies when they do. Just run tap and deathstrike as often as you can because you will get stunned and need to keep your health up. The adds on the side who are watching do not need to be fought. When all the adds are down, the fight is not as complicated as it seems. The most important thing is to always fight away from the lava because he will try to toss you back into it a lot and it eats your hp fast. I ignored the adds after realizing it did not matter if I killed them separately, they died as I was killing the boss. I did not see any crystal shards to hide behind except once, so I fought through his molten wave. Just use run tap, vampiric blood etc and keep self healing. I used a pot here and on Naraxas. I died once on each fight, Naraxas when I got devoured before I realized I could run away and Dargrul when I fell into the lava and got stunned.

Description
Greetings, Deathlord. Years have passed since we first met, but for me it has been mere days. The unholy bond between Horseman and steed must not be taken lightly. Power begets power, Deathlord. Never forget this fact! I can forge an inseparable bond between rider and steed, but components of great power are required. The first item I require is the Braid of the Underking, a dark shamanic adornment passed down for generations. Currently, it is possessed by Dargrul the Underking.

The Earth Warder Neltharion, later known as Deathwing, once called this cavern home. Since his fall, the drogbar that once worshipped the great dragon built their capital within this ancient lair. Now, Dargrul, chieftain of the drogbar, rallies a massive army within these depths.
