This quest seems to be kinda broken at the moment. There's no (or very, very close to at least) birds spawning within the quest area, and dragging them in from the surrounding area doesn't work either :'(
Instant Meat, Ready to Eat world quest is located in Vol'dun Redsilt Wash on Zandalar isle at 45.72 19.49 .
To complete the quest use [item=159796] on buzzards and brineclaws to blow them up, then collect their remains for [item=159794] and [item=159795].
